We’ve been taught since we were young to have the answer. A lot of people have created a career based on having answers, and they usually are rewarded for having those answers quickly.
That’s not always helpful, and in lots of situations where you don’t know as much as you’d like, or where the situation is complex, it can create problems to attempt a good answer in a short amount of time.
